They must be kidding. There is also an article by Aviva : "COMMERCIAL PROPERTY: THE BENEFITS OF COLLABORATION".

1. With the prospect of a hard Brexit many firms are considering or have already decided to move. Office space in London already has empty spaces and this could well get worse. This also applies to many factories.
2. The high street is imploding.
3. The prospect of a Labour government is not exactly conducive to a robust infrastructure industry.

If you are interested in investing in commercial property and/or infrastructure I would have thought it would be well advised to look outside the UK.
